Document weblate translation process and sync with MICADO app #50

Desired translation requirements:

Translation of blocks of text, not just words
Check if it is possible to have different people allowed to reviewer vs translate (one person translate another person reviews and approves)
Notifications upon project completion (to automatically import back into Micado)

Document the current process in weblate that best fits with the requirements above.
