Lisa, what is your phone model? It's like this on iOS as well. Thing is, once it's fixed, you wouldn't ever want to try to use the workarea on a phone.

What is the expected workflow (both desktop and mobile) for logging in and then adding the classifieds? I'm going to set up some time for next week to take a look at the classifieds plan.

I have and Android phone version 4.4.4.

If we're going to modify the styling of the SmartForms, then part of that restyling should include a responsive display because why not make it so that you can edit on a phone?
