Make current dogma effect more prominent #786

There are a few issues that players sometimes mention: 1) They can't tell which effect is currently being executed. 2) They sometimes don't realize that something is mid-dogma and then go to "meld" or "dogma" one of their cards and they end up losing it (e.g. Coal).

By putting the dogma effect text near or in the action bar, we might be able to solve both of those pain points.

I started a discussion on Discord. I'd love to try something out in the ongoing Echoes alpha. I'll mark as release-blocking so that we consider it.

how would this look on mobile? it might make it too crowded

Good question. We would have to look and see.

We also tossed around the idea of rendering the card at the top.

Problem #2 is being solved in https://github.com/micahstairs/bga-innovation/issues/746.

There's no easy or obvious solution to problem #1, so I'm dropping this to low priority.
