Adjust existing base cards to handle 4th edition variants

• [x] Paper has a new non-demand: Return a top card with a [HEALTH]. If you don't, score Paper if it's a top card.
• [x] Feudalism's effects have changed: I DEMAND you transfer a card with a [AUTHORITY] from your hand to my hand! If you do, junk all available special achievements! and You may splay your yellow or purple cards left. If you do, draw a [3].
• [x] Colonialism's effect changed: Draw and tuck a [3]. If it has a [PROSPERITY], repeat this dogma effect. If you tucked a green card due to Colonialism, junk all cards in the [5] deck.
• [x] Anatomy's effect changed: I DEMAND you return a card from your score pile! If you do, return a top card of equal value from your board! If you do, junk all cards in the [4] deck!
• [x] Steam Engine has a new effect: If you scored Steam Engine due to Steam Engine, junk all cards in the [6] deck.
• [x] Industrialization's first effect changed: Draw and tuck a [6] for every color on your board with one or more [INDUSTRY]. If you tuck more than one card with a [EFFICIENCY], tuck Industrialization if its a top card.
• [x] Classification's effect changed: Reveal the color of a card from your hand. Take into your hand all cards of that color from all opponent’s hands. Then, reveal your hand and meld all cards of that color from your hand.
• [x] Encyclopedia has a new effect: You may junk an available achievement of value 5, 6, or 7.
• [x] Democracy's has new wording: You may return any number of cards from your hand. If you have returned more cards than any opponent due to Democracy so far during this action, draw and score an [8].
• [x] Refrigerations' demand changed: I DEMAND you return all but one of the cards in your hand!
• [x] Sanitation has a new effect: Choose [7] or [8]. Junk all cards in that deck.
• [x] Publication's effects changed: You may splay your yellow or blue cards up. and You may junk an available special achievement or make a junked special achievement available.
• [x] Skyscrapers' effect changed: I DEMAND you transfer a top non-yellow card with a [EFFICIENCY] from your board to my board! If you do, score the card beneath it, return all other cards from that pile, and transfer Skyscrapers to my hand if it is a top card!

Actually, using "third" will be more confusing, since we haven't retired the 1st edition yet, so most of the time we'd be using the "third" edition text for first edition too. I'll stick with "fourth" and we could always revisit this later.
