Add error flags processing to medulla code #104

Due to restructuring in the robot state message, the medulla drivers no longer 
report their medulla's error flags. These should have a place in robot state 
and be reported.

Seeing the error flags on the GUI would be very helpful for debugging... 
bumping priority.
