Medullas should send an error flag when the master watchdog trips.

I have "fixed" this problem in the masterWatchdog branch. Since I don't have 
ROS or Orocos on my computer I can't test that my fixes to the master code even 
compiles. It will also need to be tested on the robot before it can be merged 
back to master and this issue closed.

I have compiled the master code and it would appear to run. Now we just need to 
flash all the ethercat chips with the new SII files, reprogram the medullas and 
test it on the actual robot.
