GUI<->Controller Manager Watchdog #135

We have discussed adding a watchdog between the GUI and the controller manager. 
I think this is an important feature that we need to add, I don't know if we 
want to wait for the new GUI before implementing it though.

I'm inclined to think this should actually be a GUI <-> RTOps thing. Michael, 
let me know once you have a plan for this and I'll add support to RTOps.
