Controller Loading/Unloading Issue (Controller Manager) #139

If you load a controller by clicking the gui checkbox, switch to the tab, and 
then switch back, the controller will stay loaded.

Switching back should unload the controller.

I tried to reproduce this problem on the experiment room desktop but failed. 
All controllers successfully unloaded.

Both the nettop and desktop have the latest master revision checked out. I did 
not try recompiling anything, in case someone had compiled an earlier version 
of the code.

Sorry, I realized I was testing on an unstable branch.  This is an invalid 
issue.
