Implement safety damping controller #150

This should be a subcontroller (?) that augments (or replaces?) the safety 
damping in the Medulla firmware to help prevent hard stop collisions.

Ummm... why a subcontroller? Also, why should damping not be done in the 
firmware? I'll go ahead and update the MedullaHalt page with our "current" 
existing plans, but this doesn't sound anything like our existing plans.

This is based on the short discussion we had during the software meeting two 
weeks ago. Honestly, I never got a full description of what that should be, and 
Daniel told me to talk to you about it. (Thus the question marks.)

If, like you said, this doesn't fit anywhere in our existing plans, feel free 
to close this, and I'll remove it from my todo list.
