Split up controllers into separate ROS packages. #65

The controllers are currently located in atrias_controllers and are 
conglomerated into a single library.

We would like for atrias_controllers to be a stack instead and contain separate 
ROS packages that contain a single controller each. There should be an empty 
controller package that will serve as a template for anyone who wishes to write 
a new controller. Compiling this new controller and updating  (if even that) 
other packages that depend on the controllers should be as painless as possible.
