Delay controller startup until ESCs are in OP mode. #71

Currently, the controller runs but doesn't do anything until the PDOs from the 
slaves show a nonzero ID. Instead, startup of the real-time thread should be 
delayed until the slaves are in the OP state.

This will be fixed with the new EtherCAT Master rewrite.
