I believe it's not intended, vanilla water physics is overriding Galacticraft's.
Were you playing with Smart Moving installed?
Well, even without Smart Moving -- which can be an aggravating factor --, I notice I can walk on water on GC dimensions regardless their gravity. The upthrust should be directly proportional to the local gravity, but it is a constant value throughout the dimensions.
It seems that when the upthrust is stronger than the gravity, the player is pushed up and barely can swim sideways.

Probably.
It seems the only remaining issue is caused by other bug. The interaction between GC gravity and Smart Moving, as I pointed out above, forces the player to stay afloat and swimming down is very hard.
I would say, at least it's fixed for players who are not using Smart Moving.
I end up just bouncing around on the surface of any liquid I place, and if I fly to get myself underwater I'll rapidly float to the surface.
If this is an intended behavior, please add in weighted armor or something to make players less buoyant for swimming, if this is not intended then please fix.
