You have just hit the block limit in minecraft either remove some mods or add just enough ids mod to make the block limit higher

I found a better solution. This mod extends the block id limit

use https://www.curseforge.com/minecraft/mc-mods/jeid its a better mod not enough ids is a bad mod, as if you remove ever you have to delete all works
