We're happy to help with modpack balancing needs. I'm aware of hard mode modpacks, for example the amazing End of Light where you'll need to loot 4 chainmail items to make 1 machine frame, and you'll need a Nether Star before you can get diamond armour.
So if Galacticraft offered an easy way to make steel ingots, I can see that would be a problem, in a hard mode modpack.
But, Galacticraft doesn't allow a player to make steel ingots, we only offer an easy way to make Compressed Steel plates, which are used only in Galacticraft. And Galacticraft needs huge quantities of those, for example most machines need 4 or 6 Compressed Steel, a Tier 1 rocket needs lots. So that's 8 ingots of another mod's steel ingots, to make 1 Galacticraft Tier 1 machine. I think it would make Galacticraft too hard if we remove that Compressed Steel recipe.
I suggest a better approach would be to have a hard-mode config which makes a harder recipe for the Compressor - for example it needs 4 or 8 steel ingots from another mod to make it. (Or we could even set Galacticraft to auto-use that recipe if another mod with steel ingots is present.)

If another mod that makes steel is present there are the steel ingot -> Compressed Steel recipes in the compressor. However, the Coal-CompressedIron-Coal recipe gives an easy way out, as other mods' steel ingots are usually harder to make.
For modpack balancing purposes it would be nice if there were a config option to disable the Coal-CompressedIron-Coal recipe to make Compressed Steel.
