Palette lighting disabled for Chao Garden level geometry #1

It appears as though the materials for the Chao Garden land tables all have the flag NJD_FLAG_IGNORE_LIGHT.

The landtables need to be manually updated to remove NJD_FLAG_IGNORE_LIGHTING where applicable. Additionally, the Mystic Ruins Chao Garden is the only one that will have time of day lighting for the time being.
