(Material fix) Gamma's laser reticle should have "ignore lighting" on #23

The metal part of Gamma's laser reticle is lit up on the Dreamcast. Unfortunately I couldn't find this piece in Gamma's model so I don't know the exact material ID for it. Here's what it looks like currently. 10174d15f75fbe884daad9b50afaf2e4eb04bf3e
