Em-dash appears as question mark #191

What steps will reproduce the problem?
1. Open pac-file originated in Titlevision i Subtitle Edit
2. Export pac-file to EBU STL
3. Em-dash (long hyphen) will appear as question mark

I don't have access to the actual computer where the problem occurred and I'm 
uncertain of the software version but the software was downloaded in November.

Is it a problem with the keyboard layout setting in Subtitle Edit?
