Fields like for...

start date/time
end date/time
archive (or better enabled)
delete mark (now is delete_mark) may be better is_delete
title (it's full title in 1C)
comment

...add some other fields.

Create regulations document.

Something from Best Practice...

Always use lowercase letters and underscores for Django model fields names to prevent case sensitivity issues with database backends. For example, full_name instead of FullName.
