towns (w/ NPCs)? #27

Perhaps a nice, neutral part of the world could be created where NPCs hang out and dispense wisdom about the world itself. There may even be a merchant or something there.

A town, Spinelia, has been added. There is a merchant there now, but the rest of the town still needs to be completed.
