Upload of "pdf" and other files with all green status bar but never ask for description and never makes it there. #354

What steps will reproduce the problem?
1. Click FILES > UPLOAD > ADD FILE
2. Choose "pdf" file (312K) > UPLOAD FILES
3. Status bar goes all green and then just "UPLOAD FILES" page appears versus a 
page where you name the file.

What is the expected output? What do you see instead? The page where you name 
the file

What version of the product are you using? On what operating system? Have tried 
this on r412 and r405 (same result)

Please provide any additional information below. I am running centOS 6.4 64 bit 
with ISPCONFIG. Other files like "vlc.exe" shortcut upload fine (1.04K) and do 
ask for a description. My file size in sys.config.php is huge. No idea what is 
going on?????
