What steps will reproduce the problem?
1. client uploads file
2. system user uploads file

What is the expected output? What do you see instead?
 "Email notification is sent" However no email is received by the system admin. The relevant options in email notifications is checked to notify when a file is uploaded by a system user/client.

Emails for client/user creation are properly communicated.

What version of the product are you using? On what operating system?
r412 on linux
