Dowload button links to a blank page #454

What steps will reproduce the problem?
1. Some clients cannot download files because clicking the button download a 
new blank tab opens, they only can see the header.
2.We have tryed many download option and many different files, the result is 
the same, new tab and blank page.
3.

What is the expected output? What do you see instead?

The expected output is download the file. Instead i see blank page.

What version of the product are you using? On what operating system?

r514 on linux

Please provide any additional information below.

The clients created by the admin never had this kind of issue, it only effects 
thoes created by account managers.

only with large files or even in small?
