File upload size is restricted to 2048MB this is way to small anyto fix this #487

What steps will reproduce the problem?
1.Just opening up the upload file tab

What is the expected output? What do you see instead?
I need to be able to upload 15KB file sizes

What version of the product are you using? On what operating system?
Plat form type Debian

Please provide any additional information below.

Can I hard code 15KB as the max file upload size
