Function is_projectsend_installed() seems to be not working #490

What steps will reproduce the problem?
1. Checked out SVN revision 561
2. Copy includes/sys.config.sample.php includes/sys.config.php, set DB info and 
changed TABLES_PREFIX to 'id8s_'.
3. Navigated to /install and entered all info.
4. Navigate to / and you will be redirected to /install/index.php, since 
Function is_projectsend_installed() doesn't recognize ProjectSend to be 
installed properly.
