Responsive design does not work on iphone 4s or xperia z3 #528

What steps will reproduce the problem?
1. simply take your phone and open the projectsend installation.
2. the desktop version is loaded every time.

What is the expected output? What do you see instead? - I see the deskto 
version, though I should see responsive design take its form.

any ideas?
