Bare 'jinaga.io' package #4

Create a RequireJS package for 'jinaga.io'. Scaffold the 'join' method. Ensure that the 'sync' method in the core package will connect to jinaga.io as well as a distributor. Ensure that the syntax in README.MD is correct.
