Fix rework for debian

Turns out this didn't work for Debian. Some limitations still:
VLAN interfaces a bond slaves doesn't seem to work on Ubuntu 16.04.
To use VLANs on Ubuntu it's necessary to:
modprobe 8021q
apt install vlan
