Add sample moauthd.conf file that gets installed to $(sysconfdir) #10

Right now there is no sample moauthd.conf file aside from the test.conf file used for the unit tests. Would be more useful to have a sample moauthd.conf file that is installed to provide a more usable server out of the box.
