Change license to Apache 2.0 with exceptions for GPL2/LGPL2 #239

It is time to stop using LGPL2 and migrate to Apache 2.0. Since GPL2/LGPL2 are incompatible with Apache 2.0 (just as they are incompatible with GPL3...), i need to include an exception for them...
