Split config.h.in in two files #297

I would like to suggest to split config.h.in in two files:

a config.h.in, which provides just the macros emitted by configure script.
an mxml-config.h files, which provides headers inclusion and declaration of functions that won't be modified by autoconf.

So, basically nothing changes, but I'm implementing a complete CMake script for building MXML as a package for CYGWIN and this would be helpful to reduce the amount of duplicated code, at least in my opinion.

Sorry, I’m now interested in taking this. Also, future versions of Mini-XML will be dropping autoconf completely…
