Change default behavior to not automatically update user roles #11

By default, when activated, the "Update User Roles" checkbox is already active. This can cause issues if not disabled. For new activations only, we should make the default behavior to not automatically update user roles.

This is being handled in the 1.9-alpha branch.

This has been implemented in the 1.9-alpha branch and will be released with 1.9.
