pipes-safe-2.3 was updated to work with ghc 8.6. This was a breaking change introducing MonadFail instances.

I'm the new package maintainer and just uploaded version 1.0.0 to Hackage from my GitHub fork. If you have any other changes you'd like to include in pipes-text please pull down all the recent changes from my fork before opening a PR.

I would greatly appreciate any help maintaining pipes-text. Thanks!
