Notification on upload of new version? #12

Now when a user uploads a new version, the PC is not notified. Is it intended? I would expect to be notified when a user uploads a new version, so that if I did not start review it, I would download it. Another use case (my case) is - the user uploads the paper but does not tell me, so I only by surprise see that the paper changed (an abstract added, now can be good to go). A possible caveat in such notifications could be that the user uploads sth intermediary, without PC needing to know about this. I would argue that 1) it is rare and 2) can be solved if the user is cced in the notification sent to the PC members. In such a way, the user can solve the problem by writing to the PC asking to wait for the final version of the paper.

Note that during shepherding probably encouraging direct communication between the sheep and the shepherd is even better, but during the PC

Looks like something is broken right now. This used to work. The system sent out emails to shepherds and PC members when a paper was uploaded. Will make fixing this a high priority.

Ah, then yep - this could be useful for the current PC votes stage. Please double check if I did not get notification to some non-existing e-mail, but normally all my past e-mails are forwarded...
