Multiple "editVideoSettings" dialogs are displayed to the user #1419

Multiple "editVideoSettings" dialogs are displayed to the user

Repo steps:
1) login to open meetings
2) enter the room
3) click "I would like to share my video" or "Allow user to share video" 
multiple times (4-5)
Actual Result: multiple "editVideoSettings" dialogs are displayed to the user
Expected: Only one dialog is displayed, dialog is closed if user right to share 
video is removed

Attached patch fixes issue for all rooms except for interview room

The fix is incomplete :(
It seems to work as expected for restricted room only
