Refuses to use a shovel #295

Apparently torches dig better? 1.15.2b2 Dirt, at the moment, because it #294

I'm having a similar problem with the lumberjack function, I have 2 diamond axes, both with efficiency 5, unbreaking 3, silk, and mending in my hotbar, along with a stack of building blocks, and the bot is refusing to use the axes, no matter what ive tried. I've also tested it with unechanted tools, and it just keeps trying to mine the trees with dirt.
