should we shorten the range of years contributions on the infocard? #42

For some people, it goes back to 1998, but you can only look at graphs back to 2006. Will this be confusing?

This is the way oilchange wanted it. Legislatures to 06,but current legislators as far back as data goes

This is now fixed - we shouldn't show years < min_cycle
