Make navigation dropdown more clear #58

Need to make it more clear that you can switch “California” “Senate” “2012” in the menu bar to another state/house/year

One thing we've done to highlight this functionality is that there is now a screen that appears when you first load that asks the use to select a state - once a state is selected, the screen minimizes into the corner where the navigation is. You can see this on my dev server - http://gregstates.styrotopia.net/ . Note that it still needs "pertification" from Stan.
