Change elected official's subhead description text #65

Change label subhead from "Received" to "Received last year:"

I think, given the stacked chart right below it, this will go to lifetime and then show yearly below.

Currently says "Received $X,XXX in year" for politicians and "Contributed $X,XXX to the state chamber in year" for companies, where state, chamber, and year are pulled from the current view.

And then lifetime $$$ will go under the stacked chart.
