Add the new 'minimalist' `Fish` (shell) configuration

I've experimented a bit with new shell environments and I've enjoyed working with fish. I've made a simple configuration for vi mode; I'll include this as part of this repository, hence this issue.

Although the configuration is quite okay, there's still an error, namely that when fish is invoked from zsh and then exit is used, upon clicking OPTION-TAB, alacritty starts to behave weirdly (it appears as if this triggers some command). This shall be investigated before proceeding further.
