"Focus, minimize or show previews" does not show previews #2052

There is a regression in this setting. I no longer get an opportunity to select which window to bring into focus.

  1. Enable "Focus, minimize or show previous"
  2. Open multiple windows of some app A.
  3. Bring a window from a different app B into focus.
  4. Click on the launcher for app A.

Expected

A popup appears above the dock with window previews, where you can select which one to bring into focus.

Actual

The most recently focused window comes back into focus.
