NetGen Settings - Gnome 45

Hello everyone,

This pull request will Up date the settings to the new Adwaita Preferences-window design. Tested and build on Gnome 45 Beta

Notes :

• It breaks all translations but they can be updated to fit the new preferences.
• does not use any .ui files

State :

• 3-Sept-23 - Functional settings window, not all settings are available.
• 16Sept-32 - Most setting are there, not everything is working.

• [x] move over the easy settings (Most settings except some lists of conditions)

• [X] write new popup windows
• [X] implement monitor readout
• [x] Make Input fields work properly
• [ ] Connect monitor setting binding
• [ ] Make scales work properly
• [ ] make icon size scale complete
• [ ] make icon scale work
• [ ] make max dock size scale work
• [ ] make preview scale work
• [ ] Make spin buttons work properly
• [ ] hide and show blocked options
• [ ] Language strings need to be checked
• [ ] Move over old translations
• [ ] Finish up aka Cleanup

I hope that this pull request can merge before Most Gnome distro's implement Gnome 45

Because my time and knowledge are much more limited than I thought. So if there is anyone who can help, otherwise I can't do much and this pull request will remain open forever.

Still not done but need some Help / Advice @stuarthayhurst @3v1n0

Having some issues whit the scales, try to make the code as efficient as possible At the meantime i keep working.

Also if there are Translators that are willing to start re-translating the setting would be appreciated but keep in mind that there still will be some minor changes.
