[Suggestion] Scroll action: 'Both' option

[Suggestion] Scroll action: 'Both' option #2098

Scroll cation can either "Cycle through windows" or "Switch workspace".

Why not both? "Cycle through windows" when scrolling on icons, "Switch workspace" when scrolling on empty space.
