Allow Linux plugins for a specific architecture #283

This patch adds the ability to write Linux plugins that only work on a single 
architecture.  For example, the linux_cpuinfo plugin will obviously differ 
greatly between intel and ARM implementations.

Unfortunately this depends on the arch plugin in issue 281, so can't be applied 
until that one's resolved.
