Comment feature is broken for the commits view

The send comment in the commit section is disabled. But I assume sending a comment won't work as well.

There is something weird with CanExecute from CommentCommand

I assume sendimg of the comment won't work either since it uses partially same code like the new issue.

Yeah, I tried to send command, didn't work as well
