Automatically reconnect plugins

On startup, go straight to the main menu. In the main menu, if not currently connecting already, add a task 'connect (or wait x seconds)'

Every 10 seconds (first time, immediately after displaying the main menu), refresh in the background.

The refresh process is:

for each plugin, send a message to self, and if this fails, remove the plugin.
for each plugin that still exists after this, check the balance.
for each host in credentials, discover ledgers. If ledgers are discovered for which there is no plugin, try to instantiate a plugin
