Fanart On/Off #205

Please add a global option for showing fanart yes/no. Also add a game option to 
show the fanart yes/no. This way we can keep fanart on disc and tell wiiflow 
when we want to use or not.

r-win said he didnt want to do this....Why would you keep fanart on your usb 
drive if you didnt want to use it?

same reason i may want cheat codes on hard drive without using them. sometimes 
you feel like a nut sometimes you don't. hehehe. Oh well he is in charge of the 
project so I guess i'll have to remove files sometimes.

Was also wonder if you can set a two or three second delay before you show the 
cover when having it show after the animation. Otherwise it happens so fast you 
rairly get to see the final artwork show.

fixed, see r123 changelog:
*Add global fanart options for wiiflow.ini
    -"disable_fa" will disable fanart globally
    -"disable_fa_scaa" will disable show cover after animation globally.
    -"disable_fa_hidecovers" will disable the hidecovers option globally.
