add new initiatePublishApi workflow and rename downstream to initiate… #409

  1. Renamed downstream.yml to initiateGenerator.yml
  2. Removed one path '**/publicapi.json' from initiateGenerator.yml
  3. Added new workflow initiatePublishApi.yml to trigger m3o/m3o/.github/workflows/publishapi.yml

note: there is another PR in m3o/m3o
