Directly integrate downloading eggnog DB into the workflow

• if the DB is not there already download it automatically
• attempt to reduce the downloaded database size (marginally)
• the test dataset uses a subset (Gammaproteobacteria), though that doesn't reduce the size that much
• Version bump (release to be prepared once it's merged)
