Xrefs to other databases #84

When we create Xref (or if someone requests a Xref), I've been adding the Xref to the highest level term that seems appropriate. Is this sufficient? or should we also add the Xref on the child terms?

Here's an example. Diane Inglis requested a Xref to APO:0000052 cell size. I added this Xref to OMP:0000074 cell size phenotype, but not to the child terms altered, increased, decreased, etc.

Discussed on OMP call 02/11/2016. Marcus and Michelle agree that child terms will inherit Xrefs between the umbrella term and other ontologies. These will show up when the reasoner is run, but may not show up otherwise.

Will having the xref made by the reasoner fulfill what users want? I will ask Diane Inglis who has requested xref between OMP terms and terms in APO and FAO.
