WDL is working with JAWS #3

I added JAWS related dependencies for the runtime{} section for each task.

The cmd file shows which command I used for testing the WDL outside of JAWS. This workflow has also been demonstrated to work in JAWS.

I will create a new pull request that is based on the latest master branch and not some earlier branch. Closing this PR.
